FY2018 Funding Wave 1 & 2 Issued

Hello Everyone,

Congratulations to the following list of Idaho entities. This is a list of those Idaho applicants whose Funding Requests (FRN) are included in Funding Wave #1 & 2 for FY2018. At the bottom is the LONG LIST of the funding breakdown:

To complete the Form 486, please follow the directions listed here:

Log into EPC to file the Form 486. The Form 486 is NOW available in EPC. As with FY2016 and 17, no paper FCDL forms are being mailed for FY2018.

Steps to take and items to pay close attention to on the 486:

1. Go to your landing page
2. Look for the “Form 486” listed in the upper right corner.
3. Choose only the FRNs that are ready for filing.
4. Modify the service start date(s) as appropriate. Typically this is July 1, 2018.
5. Choose the correct CIPA certification based on your situation. Be careful here to ONLY select the one that applies...not all three.
6. Review your form carefully before you certify it.

A funding wave will be released each week until all funds are exhausted.

If you were NOT included in this wave or any previous wave, it only means your application hasn't yet been reviewed. Continue watching for an email for notification that your PIA questions are available in EPC. As soon as the questions are answered, you'll likely be in an upcoming funding wave. If there are concerns with your funding requests, send me an email and I can looking into it and see if I can get more information.

FCC FORM 471 - 10 Days Remaining!!!

The FY 2018 Form 471 deadline is Thursday, March 22, 2018 at 11:59 p.m. EDT.  So far, 111 Idaho entities have submitted 175 FRNs, and 49 of those are already in “Wave Ready” status which means there’s a strong likelihood that they will be funded in Wave 1! 

A few important updates and reminders:

1. Copy FRN Function Fixed – On Friday USAC announced that they fixed the problems with the Copy FRN feature and it should no longer cause system errors.  This can be a real time saver if you have large FRNs (particularly Category 1 FRNs) from a previous year, or even another FY 2018 Form 471, that you just want to copy and make updates.  Be sure to update the Service Start Date to 7/1/2018 and review the requested amounts and Recipients of Service to ensure all data is still accurate.  Note:  If you added or removed entities from your EPC profile since last year, those changes will not be reflected in the newly copied FRN so updates will need to be made in order for the application to proceed.

2. Category 2 Budget Amounts – USAC has still not “officially” announced the inflation-adjusted Category 2 per-pupil amounts for FY 2018, likely because they’re wrestling with a compounding/rounding issue.  I believe that the $156.23/student amount is firm, but the library per square foot may be $2.39 or $2.40.  Libraries, please use the $2.39 amount to be safe and not go over budget.  

3. Don’t Make Category 2 Purchases Before April 1 – E-rate rules permit the purchasing of Internal Connections equipment on or after April 1, 2018 – but not before.  

4. Respond Promptly to PIA Inquiries – Many of you are already receiving PIA questions (PIA is the arm of USAC that reviews every line of every application). Please be sure to respond to these inquiries promptly so you can get in the queue for an earlier funding wave.  If you have any questions, please don’t hesitate to contact me for assistance!

5. Have Written Documentation if Extending a Contract – If you have a contract that includes voluntary extensions, and you are exercising one of those extensions for FY 2018, be sure to have something in writing to or with the service provider. PIA will see that your Contract Expiration Date is a year later than last year and will require you to submit proof that you extended the contract. Such documentation to or with the service provider must be dated on or before the date you submitted your Form 471. It’s also a good idea to mention in the FRN Narrative box that you are extending the contract.

6. Have Documentation of Taxes/Surcharges – If your invoices include vendor taxes/surcharges, be sure to include those amounts on a separate FRN Line Item. I’ve heard that PIA is asking for proof of those amounts this year, so be prepared to provide PIA a copy of a vendor invoice or contract that shows these amounts, should you be asked. If you have signed a new contract with a vendor and don’t yet know the taxes/fees, REQUIRE YOUR SERVICE PROVIDER TO PROVIDE YOU WITH THIS INFORMATION. Most Internet invoices do not include taxes/surcharges. 

7. Timing of FY 2018 Funding Commitments? – I expect the first funding wave for FY 2018 will come out in early May.

Funding Year 2018 Form 471 Window NOW OPEN!!!

FY 2018 Form 471 "Window" Now Open!
***Form 471 Deadline is March 22, 2018
***Post 470’s NOW if you haven’t done so already!

At noon today, the FY 2018 Form 471 Application Window officially opened; it will close at 11:59 p.m. on March 22, 2018. The absolute final day to post a Form 470 and still have enough time to submit a Form 471 is February 22, but PLEASE DO NOT WAIT THIS LONG as it will only give you a single day to negotiate a contract, obtain board approval (if required), create the EPC Contract Record, and complete the Form 471. For public schools, I recommend that you file all 470s at least 40 days before your February board voting meeting. For nonpublic schools, libraries and other entities that don’t require board approval, I recommend that you have all 470s filed no later than February 1.

Reminders Before Starting Form 471:

1. CONNECTIVITY SURVEY:  Be sure your Connectivity Data Module in EPC is up to date. If no changes have been made in your Internet bandwidth, building broadband levels or building WiFi connectivity since last year, no updates are required. If you have experienced changes in one of these areas, don’t forget to update this information in the Connectivity Data Module in EPC prior. If you do nothing, the data you entered in last year’s Connectivity Data Module will remain and be brought forward to your FY 2018 Form 471. Remember, this is just a survey and has no direct connection to your Funding Requests.
2. CONTRACT RECORDS:   If you have signed a new contract for FY 2018, a new Contract Record must be created in EPC prior to starting the Form 471.  If you are submitting an FRN for FY 2018 based on a multi-year contract for which you created a Contract Record in EPC in a previous year, you should NOT create a new Contract Record for FY 2018 – just cite that same contract record that’s in your Contract Module when prompted to do so in the Form 471. 
3. EPC PROFILE UPDATES:
1. School and library EPC profiles have now been “locked down” and no further changes can be made in EPC. If you need to make changes to your school or library’ EPC profiles, you should submit a RAL Correction in EPC immediately after your 471 is submitted, explaining the changes that should be made. During the review of your 471, PIA will work with you to process the entity profile update.

Upcoming FY2018 Deadline Dates Reminder

Hello Everyone,

This is a friendly reminder of the closing of the Admin Window for your EPC profile. January 10th will be the last day to make any changes to your student enrollment, NSLP counts, entity modifications, etc. If you are still needing to update or simply check your information for accuracy, now is the time!

January 11, 2018 marks the opening of the FCC Form 471 window. This window will remain open until March 22, 2018. For those who do not need to go through the competitive bidding process on services, you can file you FCC Form 471 starting January 11. 

Important Dates: 

January 10, 2018 @ 11:59pm EST: Admin Window Closes
